I'd like to know what the context of this quote is. I think he maybe referring to the British Empire - without any context it sounds like bourgeois waffle. I'd take a vapid liberal nanny state over a brutal tyranny any day thanks.

@handdrawn A valid point but I do enjoy the quote. Sadly my cynicism leads me to believe that most things that the government enforce on us for our own good usually just involve a new form if taxation being hoisted upon us.
